As part of their planning reforms the government is intending to replace the current negotiated contribution with a value based Infrastructure levy. The levy will be mandatory with respect to almost all new housing development in England.
On March 17th the Department of Levelling Up, Housing and Communities issued a Technical Consultation on their proposals. At the same time they published research led by the University of Liverpool into how the proposed levy might work and how this compares with the current system. Christine Whitehead was a member of the team that provided this research.
Informative and well researched report that repays close reading for those interested in housing and infrastructural policy development and the IL in particular.
