Last month LSE London responded to the Department of Levelling Up , Housing and Communities Technical Consultation on the Homelessness Prevention Grant 2023/24 onwards. Attached is a slightly revised version of our response. In it we raised a number of fundamental issues about the potential impact on London’s boroughs which currently fund accommodation for 60% of all households in temporary accommodation. Despite the statement that the proposed new formulae would ensure adequate funding to ensure adequate provision, many London boroughs appear to lose out under either formula, mainly because the emphasis is more on the costs of administering the system than on the costs of the accommodation itself.

Professor Christine Whitehead is the Deputy Director of LSE London. Christine is an applied economist whose research is well-known in both academic and policy circles and is Emeritus Professor of Housing Economics at the London School of Economics and Political Science.

Ann Edge

Ann is LSE London research associate. She has over thirty years’ experience working as a researcher in a range of environments both academic and commercial. In 2012 Ann became a partner in Edge Planning and Development LLP specialising in town planning, urban development and the built environment. Ann’s background is in Economics and Social Policy. She has a longstanding interest in comparative education policy as well as planning policy and the planning system, but the focus of her recent work has been the operation of the housing market including the provision of and access to affordable housing, as well as homelessness.
